OEM And NJBA Reach Accord
The NJBA EAS Committee
and the Office of Emergency Management, NJ State Police have reached an agreement on the
operation of the EAS system in New Jersey. Broadcasters had been concerned that the OEM
has never conducted a successful test of an Emergency Alert System and after a meeting
between the two the OEM agreed to conduct voice tests using only the Electronic Trunking
System. The test, which is the only true test of the operability of the system, is the
method of testing that will be used going forward. The system was tested last week using
this system and worked perfectly. NJBA has now expressed satisfaction with the EAS System.
Amber Alert Legislation

After a meeting with
Assemblyman Greenwald in Cherry Hill, the NJBA has reached an agreement that could have
the effect of his legislation having no broadcasting mandates. NJBA agreed with the
Assemblyman to work out an Amber Alert Plan based upon the BEDA guidelines used in other
states. Executive Director Phil Roberts pointed out to the Assemblyman that Broadcasters
know their audiences best, and know the best way to reach them, as our success depends on
being able to deliver our audience goals.

Daily, Nassau Broadcasting agrees to re-acquire stations sold and LMA'd back from Arthur
Liu, WVPO/WSBG in Stroudsburg, PA. and then sold WHWH and WTTM in exchange for Liu's WJHR,
Flemington. Nassau has been LMAing WJHR and will now own it and LMA WHWH. Got it!!!!
Nassau is still waiting
to close on its shore station sale to Charlie Banta, prospective purchaser of NJ 101.5,
WBUD and WBSS, which is also awaiting closing.

Danger Of Going Dark
Pennsylvania Congressman
Weldon is about to introduce legislation that would cause all stations occupying Channels
62-69 to be forced to divest their channels in 2006, regardless of whether their
communities are ready for the transition to digital or not. This giving up of the channels
would be mandatory. The legislation gives them no place to go, except dark. New Jersey
would be particularly hard hit, with WHSE, WHSP and WMBC, all impacted. The NJBA is
leading the fight against this legislation.

The National Radio
Systems Committee has completed its evaluation of IBOC FM technology and has given it
thumbs up, advising the FCC to authorize the system. The AM system evaluation should be
completed in early 2002. The NRSC is comprised of members from the Consumers Electronic
Association and the NAB.
